Skilled Independent visa (subclass 189) - New Zealand stream

A non-points permanent residence route for long-settled New Zealand citizens already living and working in Australia.

Who this route is for

New Zealand citizens who have lived in Australia long-term on a Special Category (subclass 444) visa and want full Australian permanent residence (and a path to citizenship).

Eligibility requirements

  • Hold a Special Category (subclass 444) visa.
  • Have been usually resident in Australia for a continuous period of at least 5 years, having started that residence on or before 19 February 2016.
  • Meet a minimum taxable income requirement - at least AUD 53,900 (per relevant income year) for at least 3 of the last 5 income years, including the most recent year (some exemptions, e.g. for primary carers, apply).
  • Meet health and character requirements.
  • No points test, skills assessment, occupation list or English test applies.

Recent changes & caveats

Important 2023 change: since 1 July 2023 most New Zealand citizens on an SCV who have lived in Australia for 4+ years can apply DIRECTLY for Australian citizenship without first getting PR, so this 189 stream is now mainly useful for those who specifically need a permanent visa (e.g. to sponsor family or access certain benefits). Distinct income threshold (AUD 53,900) from mainstream skilled visas.
