Official Canada pageWho this route is for
International graduates of Quebec institutions and temporary foreign workers in Quebec who already have French and local experience.
Eligibility requirements
- Graduate stream: a qualifying Quebec diploma plus advanced-intermediate French (level 7 oral); Worker stream: skilled work experience in Quebec
- Demonstrate French proficiency at the required level on the Quebec scale (a recognized test or qualifying Quebec studies)
- Hold legal temporary status in Quebec (study permit / work permit) during qualifying experience
- Obtain a CSQ, then apply to IRCC for permanent residence
- Meet intake conditions: the program temporarily reopens 2 Jul 2026 - 2 Jul 2028, with the first intake (2 Jul - 31 Oct 2026) limited to people who already met PEQ rules before it closed
Requirements reviewed June 2026. They change frequently — confirm the current rules on the official page before relying on them.
Recent changes & caveats
Quebec suspended the PEQ in 2025 to reform its system. The 2026 reopening prioritizes applicants who were eligible at closure; no fixed application cap announced for the first intake.
