Retirees and people living on passive income (pensions, rentals, dividends, royalties, investments) who want Portuguese residence.
Eligibility requirements
- Passive income of at least the Portuguese minimum wage — EUR 920/month (EUR 11,040/year) for a single applicant in 2026
- Add ~50% for a spouse (about EUR 1,380/mo for a couple) and ~30% per dependent child
- Sufficient savings in a Portuguese bank account (broadly 12 months of the required income)
- Proof of accommodation in Portugal and valid health insurance
- Clean criminal record and genuine intention to reside in Portugal

Recent changes & caveats
The passive-income floor equals Portugal's minimum wage (EUR 920 for 2026). PR is still available at 5 years, but citizenship eligibility was pushed to 10 years (7 for CPLP nationals) under the 2026 nationality law.
